The changes you're describing happened in 2007, and according to the Legislative Budget Board have kept TDCJ's inmate population from rising 17,000 higher than it is today, all during a period of declining crime rates.<br /><br />You make a great point, though. The articles didn't say.<br /><br />According to <a href="http://www.disastercenter.com/crime/cacrime.htm" rel="nofollow">this data</a>, index crime in CA had risen 65% per capita between 1960 and 1968, so Reagan did this at a time when crime was already rising at a significant rate. Looking at the comparable period after the reforms (72-80), index crime rose just 22% on a per capita basis.
