The <a href="https://www.aclu.org/blog/technology-and-liberty-national-security/government-refusing-say-whether-phone-tracking" rel="nofollow">ACLU post</a> linked above was about a case where the government quickly identified new burner phones after suspects changed them out. When I conspire with my colleagues to move a shipment of cocaine or cash or have a rival eliminated, myself and my co-conspirators always purchase new pay-as-you-go cell phones from Walmart.
