When TYC made an offer that was about 1% of what they were asking for, (and about 1/4 of what it would have cost TYC to win in court) they took it and ran. It's called recommitment. That's right, if a youth has already been committed in the past to TYC, and if he has not passed his 19th birthday, he can be recommitted for new crimes he commits - even if the new crime is a misdemeanor.
