This relies on two factors: 1] the nature of what is defined as "criminal" and deserving of incarceration.<BR/> 2] The choice of whether to prosecute or "divert" to drug treatment".<BR/> People like Paris Hilton get diverted and diverted and serve minimal sentences when they break the bank. Misbehavior that harms far more people like corporate fraud, product safety violations, hiring [and exploiting] illegal immigrants, bribing legisliars with campaign contributions, provision of unsafe and defective products or unsafe working environments and other crimes are the sole province of people with wealth. Those crimes do not carry serious prison time nor are the culprits considered a "danger to society". I wonder why? <BR/> A little prison time to Enron bandits and corporate raiders who steal other peoples' pension funds in broad daylight would deter this type of antisocial behavior. Haliburton profiteering costs victims far more than all the criminals in Texas. Where are the zealous DAs in pursuit of those criminals?
