But it is hard--indeed impossible--to think that these trends will significantly help prison budgetary problems here. <br /><br />In the Texas prison system we need a financial quantum leap--not a nice trend. To solve the financial deficits in prisoner care, infrastructure, rolling stock, medical costs and security salaries--an unimaginable financial windfall must occur. I don't think they can release people fast enough to make a difference, but I hope it will at least be part of managing the problem.
