If you have been arrested and convicted of two or more prior DWIs, intoxication manslaughter or assualt you clearly have a problem with alcohol and drinking and driving. You being on the road is putting the rest of the public at risk. The same holds true if you have a child in the car. The child didn't ask for the driver to get drunk and drive him around town and endanger his/her life. They are just the passenger a victim.
