The Waco Trib even endorsed the incumbent County Judge for his "future" orientation to solving the problem of the less than 1/2 full jail, and they were referring to the Dallas County contract and similar deals. The Dallas contract is for spaces to be available to Dallas, but without any obligation to pay for any.
