The Texas Court of Criminal Appeals has appointed Jeff Van Horn the new State Prosecuting Attorney, who files all Petitions for Discretionary Review with the CCA and writes appellate briefs on behalf of prosecutors. Van Horn has worked in the three-attorney agency since 1991, and has been the #2 man since 1996. I guess nobody saw any need for new blood. Via TDCAA.
