Thank goodness the new DA is willing to go the extra mile to assure that criminals are the ones convicted. I don't think a cost-benefit analysis is even necessary in a case like this one.
I would go so far as to say a cost-benefit analysis is repugnant in a case like this one. The new Dallas DA really is setting the bar higher for prosecutor ethics. His predecessor strongly opposed DNA testing in this case.
