The Texas Senate Criminal Justice Committee has announced a hearing on Thursday, April 29, to discuss three interim charges related to juvenile justice, including oversight over the new diversion grants which pay counties to find alternative placements for youth who would otherwise end up in state juvenile prisons. Another "charge" (study topics assigned by the Lieutenant Governor) focuses on the treatment of "young females" in the justice system, plus the committee will "Consider the impact that secondary education school disciplinary laws and policies have on the juvenile justice system and the adult prison system." Sounds like a full plate for a single hearing. See the agenda.
On the same day in McAllen, the House Public Safety Committee will meet to discuss "the effectiveness of state operations at controlling drug-related crimes and other violence along the Texas-Mexico border." See their agenda.
Its about time. Texas needs to place the worst juveniles in four state facilities and close those remaininng. Properly situated across the state so local regional services are available, and tons of money can be saved by closing the other relatively useless facilities. Extra staff these four locations so there is real control, treatment and less abuse.
ReplyDeleteIncreased medical personnel will be needed to deal with newly insured patients and medical conditions related to border violence. Prisons and correctional facilities will continue to compete for a shrinking number of medical personnel.

The nation likely will see a shortage of about 160,000 physicians by 2025 -- leaving too few to keep up with the flood of newly insured patients seeking care for long-neglected health problems.
Social conditions that contribute to violence (resulting in emergency room visits) need to be faced. There does not have to be this close association between juveniles and violence. The enertainment media promote and celebrate that vicious connection 24/7.

ReplyDeleteSince most of the families involved here will now get free medical care, free college and free everything from their uncle O, why shouldn't they be held more accountable for their criminal offspring? They have been given so much by the others that pay taxes, they have no desire to change, improve or help the overall society. The creation of the welfare state in Louisiana is now in Texas and spreading all over. The American dream is quickly vanishing as taxpayers lose all they earn to the freeloaders.

The girls will be at one facility, mental health at the next facility, that leaves two units for everyone else. Good luck. TYC will have population control problems within two years and they will be opening new units in four.
ReplyDeleteSome of what you write is true. TYC has no idea what it is doing and therefore needs to be reduced in size to a fraction of what it is. This will also limit the abuse that can be done by this oddity and save the state millions of otherwise wasted funds.

ReplyDeleteI think it was better when they housed all male juvenile offenders in one central location. In attempting to close a corrupt prison culture they closed a good tyc facility in gatesville. It could house 2000 inmates and now even more.
ReplyDeleteWhen talking about gatesville state school for boys in connection with today’s tyc, gatesville was so much better. It’s very difficult for me to tell such a lie to today’s tyc kids that they have it better than we did back in the day. We didn’t have to worry about the staff molesting us. Then again we were dealing with rednecks back then not these team playas who apparently come from a really screwed up moral value culture according to statistics.
However, I digress, I’m talking about the facility, spreading these kids out all over the state with its (lack of) services is a logistic burden that we the tax payers have to bare. One big facility that could hold all these kids would save us a ton of money in services provided. That assumes we continue doing probation in its currently proven failed model and kids still get sent to a place like tyc. I think along with trades like edible crops, dairy and hog finishing, shoe shop, clothing manufacture, and the like the place could be self sufficient, like before. Throw in some unwanted tyc oversight and we’re talking a well oiled machine. Lower recidivisium, hey talk to any Gatesville state school for boys alumni and they didn’t want to go back, today’s tyc kids think they are going to live off the state as institutionalized wards. Perhaps that’s what the politicos want, a job corps for thugs with a clean criminal record. I think if smart people sat down and looked at strengths and weakness’s in today’s tyc vs the tyc of pre Morales vs turdman they could coble a good system, minus the torture.
The tyc taught me that if your defensive you must be guilty. Keep shaking up the pedophiles and those who steal tax dollars by mismanagement Randy. I’m entertained by their whining.

defensive does not mean guilty. some people take offense, and are thus defensive, when broad brushes taint the picture of what is actually going on in TYC. TYC is now worse than ever do to "reforms" and ill advised and poorly implemented changes in policy and programming.
ReplyDeleteMany including the legislature, feel TYC is better today than a few years ago. At least limitations on youth abuse has been implemented and many in the protected group of TYCers have been slashed away.
ReplyDeleteTYC isn't better today than it was 2 years ago--just come work at a TYC unit (institution)as a JCO staff-staff are walking off the job- calling in sick- getting injured - TYC is on a dead end road and needs to be turned around before it goes over the cliff-there needs to be a maximum security unit built to house the most violent TYC offenders- treat the other ones in the community with community based programs.
