Cleaning this massive stadium must be an incredibly big job, so I guess after forty years of scrubbing graff off the walls, officials figured, "If you can't beat 'em, join 'em" (or whatever the equivalent saying would be en Español). "A graffiti contest with the aim of ending vandalistic graffiti in the surroundings of the stadium was held in Mexico City recently. The best 300 designs received got the chance to be done on the walls of the stadium."

Oddly enough, I just got back from Mexico City. That city is covered. I've never seen anything like it.
Looks like the city has plenty of work ahead if it wants to keep the painting confined to certain areas.
